Overseas-Qualified Physiotherapist Assessment & Ahpra Registration Guide
Australia does not use one single national 'PT licensing exam' comparable to the NPTE. Overseas-qualified physiotherapists are assessed by the Australian Physiotherapy Council through the pathway applicable to their circumstances. For APEP candidates, the process includes Eligibility Assessment, Cultural Safety Training, Written Assessment, Capability Assessment and Clinical Workshop. After receiving the Council's Final Certificate, the candidate applies to Ahpra for General Registration.
Format: Online multiple-choice assessment completed remotely or at an available physical assessment venue.
Papers: 2 papers completed on the same day.
Cases: 15 patient cases per paper, with 4 MCQs linked to each case.
Questions: 60 multiple-choice questions per paper â 120 questions across both papers.
Time: 2 hours per paper â 4 hours of assessment time in total, with Paper 1 and Paper 2 held in separate sessions.
Clinical Areas: Cardiorespiratory, Neurology and Musculoskeletal physiotherapy.
Passing Standard: Overall Pass/Fail is reported using a scaled score. The published passing cut score is 500 based on combined performance across the three clinical areas.
Negative Marking: No negative scoring for incorrect or unanswered questions.
Purpose: Assess knowledge, problem-solving and decision-making against entry-level Australian physiotherapy practice standards.

PAY ATTENTION: For APEP Eligibility Assessment, the Council currently requires an overseas physiotherapy qualification at least at diploma level and either eligibility for unrestricted registration in the country of training, existing unrestricted registration, or the legal ability to practise without restriction where no regulatory body exists. The Council determines the pathway and eligibility for each candidate.

The Council assesses the application of physiotherapy knowledge across clinical areas, lifespan, practice settings and professional practice, using Australian patient cases to test safe clinical decision-making.

ðĶðš Australian Physiotherapy Entry Pathway (APEP)
APEP is the Council's broad entry pathway for overseas-qualified physiotherapists. Some candidates may qualify for streamlined pathways such as FLYR or Express FLYR â always confirm your correct pathway with the Council before starting.
Complete Eligibility Assessment
Submit the required qualification and professional documents to the Australian Physiotherapy Council for assessment.
Complete Cultural Safety Training
Complete the Council's required Cultural Safety Training as part of the assessment pathway.
Complete the Written Assessment
Complete the online case-based Written Assessment: two papers, 15 cases à 4 MCQs = 60 questions per paper, and two hours per paper. The published passing cut score is a scaled score of 500.
Complete the Capability Assessment
APEP includes a remote 1.5-hour, open-book oral Capability Assessment designed to evaluate physiotherapy competencies and clinical capability.
Complete the Clinical Workshop
Complete the one-day, face-to-face Clinical Workshop in Melbourne as required under APEP.
Receive the Australian Physiotherapy Council Final Certificate
After successfully completing the applicable assessment pathway, obtain the Council's Final Certificate.
Apply to Ahpra for General Registration
Apply for registration with Ahpra / the Physiotherapy Board of Australia and satisfy all applicable registration standards and requirements.
Begin practice after registration
Practise as a physiotherapist in Australia only after the required registration has been granted.

Current pathway structure can differ by eligibility. Always confirm the pathway assigned by the Council before purchasing assessment preparation or booking stages.
Ahpra's English language skills registration standard applies to physiotherapy applicants for initial registration. Council assessment completion and Ahpra registration are separate processes.
- 1Prepare for case-based clinical reasoning rather than isolated factual recall. Each paper contains 15 patient cases, with 4 MCQs linked to each case.
- 2Build balanced competence across Musculoskeletal, Neurology and Cardiorespiratory physiotherapy because the passing decision uses combined performance across these clinical areas.
- 3Practise assessment interpretation, differential considerations, treatment planning, progression, contraindications, red flags and referral decisions.
- 4Include Australian professional-practice concepts such as evidence-based care, ethical practice, risk management, health promotion and culturally safe care.
- 5Simulate two 60-question papers under a two-hour limit per paper to develop pacing and endurance.

- Practice Goal: Aim for consistently strong performance across all three major clinical areas and complete full simulations under official timing.
- Question Style: Case-based multiple-choice questions emphasizing knowledge application, clinical reasoning, safety and professional decision-making.
REGISTRATION CHECKPOINT: Passing the Written Assessment alone does not provide Australian physiotherapy registration. APEP candidates must complete the remaining Council assessment stages and obtain a Final Certificate before applying to Ahpra for General Registration.

Australia's overseas-physiotherapist process should not be described simply as a single 'Australian PT licensing exam.' The Written Assessment is one component of the Council assessment pathway.
